Why are no more updates planned? Are you stopping working on it or do you plan a commercial version?

I read in Readme.htm of ktulu the following:
STRENGTH 50, means that Ktulu uses 50% of its positional knowledge
It is not clear what does it mean.
My first thought was that I cannot divide knowledge to % and say that pawn structure is 20% of the positional knowledge when mobility is 30% and king safety is 25% but later I have an idea what it can mean.
Does it mean that the positional scores are 50% of the original positional scores when strength 0 means only material evaluation?

I know how hard university can be. I wish you well. I wish you also to have success with a probable future commercial Ktulu. I'm impressed of v.4.2, it really kickes engines-butts. You can't get rich with it, but at least make some bucks :-)
