Hi,

I just would like to know what compiler is used on the generation of binary executable files of Winboard. Is that Microsoft Visual C++?

Many compilers can be used. The best ones are Microsoft VC++ .NET 2003 and Intel C++ 8.0. But the free compiler GCC for Mingw can produce excellent binaries also.

If you don't have the cash, I would highly recommend Mingw's GCC.
Don't use DJGPP, not suitable. And Cygwin leaves that blasted DLL file dependency. And the free Borland compiler makes terribly binaries. Same for the free Watcom compiler. (I have all of these).
So if you can't cough up the money for the compiler, it's Mingw all the way.
