[Admin] New moderators at the Winboard Forum

I'm happy to announce I found new moderators for the Winboard Forum.

José Carlos Martínez Galán and
Roger Brown
joined so that we are now four again together with
Mogens Larsen.

I have updated the Please read this before you post page. There is some infromation abaout the forum inside that.

Hi ,
welcome to the new moderators. Roger will surely add some more funny stuff and will ban undesired messages like mine with humour and for José I will be careful not to post too many bad results regarding Averno. It played well in NunnC with second position, I will upload this in a few hours.
