Is there a way to have Winboard act as an arbiter for a 2 human players game, with clocks running?

Alas, no. You can enter moves for both sides in EditGame mode, but the clocks don't run. It would also not be very convenient, because you would have to change places in front of the keyboard /mouse all the time. Better to play through an ICS, with a WinBoard for each player on his own computer...

Indeed. Actually what I need is a tool for my blind tournaments on Skype, that can keep track of the moves and keep the arbiter informed about the time remaining for both players.

OK, I see. I can try to make a mode like that in WinBoard, but it might not be simple. So I can't predict how long it would take.

Thanks for the video!

It seems the software that speaks out moves in the backgroud is KChess, which is quite popular among blind players, but has some flaws.
