Does anyone know a tool capable of only extracting the first x plies from each game in a PGN collection, and keep everything else as is?

Hello Mogens,
Yace can do this. Yes Yace. I said Yace. Uhu, that WB engine.
Yace will even add the eco code to the game. Dieter is one brainy author.
I am not at my home machine just now but if no-one suggests anything better then I will post the method later.

Besides Yace, which was mentioned, some other tools do this. Examples are CDB and Bookup. I would probably use Bookup to do it.
Did you want the output to remain PGN or did you want to translate to EPD?

It should remain PGN. Basically, I'm trying to make a personality, eg. Karpov, book for Aristarch. So far it seems I've succeeded in creating a method that works with the help of extract. But it isn't necessary with full games. The first 30-40 plies should be enough. I'll see what Yace can do before trying your suggestions.

Yace? Hmm... sounds familiar. I'll check to see if I have a copy somewhere. Otherwise I'll have to download the engine. Now if I could only remember the URL...
I've false started the experiments. Looks promising so far with Aristarch. It's trying to cope with Karpov openings as white.

Maybe I'm late, but you can download LGPGNTR(8kB zipped) (which I wrote last year on request in this forum) from my page. It has some limitations though (here is lgpgntr.txt):
Georg Zimmerman in Winboard Forum have asked for utility, which will truncate
a PGN file that each game should be maximum X plies long. Here you are.
This is only a first approach, so it may have bugs. Please report them to me.
Known limitations/shortcuts:
a)game is truncated after comment or illegal move;
b)no long filenames support;
c)no footer result.
Usage:
LGPGNTR InputFile OutputFile max_plies
