The problem is that movei never trusts fail high that it has not enough time to solve because there are cases of wrong fail high.
It usually try to use 1/2 of its time to solve fail high but if 1/2 of its time is not enough then it gives up and play the previous move.
Here you can see based on the pv that it failed high on the right move Re5 but did not play it because it had not enough time to solve the fail high.
Movei is also outsearched in the endgame because it does not use hash for pruning.

I think the way to look at it is like this:
When I fail high, is it more likely to be a false fail high or a real one?
If the odds are greater than 50%, it is better to choose it then.
If the odds are less than 50%, then something is wrong anyway. And if it did fail high and it turns out not to be the best move, it should be a very good one anyway, or something in the search is broken.

Note that if I trust the fail high and play it without solving it then I also have no move to ponder so I do not like this solution(I can solve it by writing a function to calculate move to ponder but I decided that it is not important enough now).

I agree. I think it also depends on how long the fail high is researched. I noticed that most of the time wrong fail-highs are refuted fairly quickly on the research. So I think if time runs out while researching a fail-high the program should play the fail-high move. This happened to King of Kings before too. I have to make this change.

Ponder the enemy position, if you have no move to ponder. Your hash table will still get improved, but you lose one ply.
I think Koundinya Veluri's idea is a good one:
Switch if and only if you have exhausted your time (and it was as long as the original search).
Once in a great while it will pick wrong. But if it picks correctly more often than incorrectly, it will still be better.

Not in my case because I do not use hash tables efficiently.
I use only replace at deeper depth and I clear the hash tables between moves
in order not to be with ancient useless entries(the only exception is when the remaining time to finish the game is small enough and I decide that in that case the risk of ancient entries is not big enough and it is better to save information to use it later).

Koundinya's observation seem to be correct and I guess that I will do it later but
I have more important things to fix in my search and it is to improve the poor use of my hash tables and I am going to rewrite my alphabeta in order to use better hash.
Only later I am going to care about smaller problems like the problem in the posted game.

May I add here that mixing "safe PV nodes" with "dirty null-window search" is my way to make aggressive forward pruning "clean". This (my way) requires PVS.
Fruit only has null-move pruning, but adding something similar to say what Tord uses would not endanger the design.
Don't know if I'm clear here, my thoughts are probably a big strange.

I prefer reporting them because I want to know when fail high happens.

Inspite of that I think that it is better to play fail high moves in part of the cases(I did not do it not because it is a bad idea but because there are more important things for me to improve).
For example if you see a mate score against yourself and you have fail high that you did not solve there is nothing to lose by playing the fail high move.
This is an extreme example but I think that it is also good idea to trust fail high if the previous score was only 3 pawns against yourself.
I am less sure about cases when the score is positive but based on my experience wrong fail high are not kept for a long time when right fail high can be kept for a long time so maybe it is also a good idea to trust fail high if they are kept for a long time.

I must say, that I think your time management is quite well at the moment. In 30+15 games Fruit uses his time quite effectively. Sometimes I saw it aborted the search while searching a move for a long time - probably because fruit was not able to solve this move in time. Maybe you could tune your "early stopping"-conditions a bit more aggressive and try to solve such complex moves (they are in fact often real fail highs)
