I released the PGN-xt1 utility for Windows XP users.
It is my utility to extract games from PGN files by text ("PGN-xt" that is
PGN Extract by Text)

One important note for Windows XP users (from readme.txt)

You cannot use some special characters such as asterisk (*), quotes (") in
the search line. You should replace each of them with a dot.

For instance, to search for:
Black "Chinito 3.1
you need to type:
Black .Chinito 3.1
To search for:
TimeControl "4800+3"
you need to type:
TimeControl .4800+3.

It works but the ini is very tricky and requires a little more explanation in the readme.txt.
It is not the same as doing a search in a chess database manager like Scid. In Scid if I put "Kasparov" (without the quotes), it will find all games with "Kasparov" (without the quotes). In pgn-xt.bat, that search will result in a file of 0 bytes. I have to enter ".Kasparov" (without the quotes) because all occurrences of "Kasparov" (without the quotes) are preceded by a quote(") in the input pgn file. The "." before the name is not needed if I search for the first name "Gary" (without the quotes) because Gary is preceded by a space.
Good job. It is a valuable tool for people like me who like to cook books.

Recently I have no Windows XP at hand but later I'm going to try different search parameters and add more explanations in readme.txt
